In May 2000 the Department of the Environment, Transport and the Regions commissioned a consortium of consultants led by David Simmonds Consultancy, collaborating with MVA, John Bates Services and the University of Leeds Institute for Transport Studies (ITS), to carry out a wide-ranging review of future needs for multi-modal modelling and how these needs may be met. The Brief specified three parts to the study:

  • an assessment of future modelling requirements
  • a review of current and emerging possibilities, and
  • an assessment of possibilities against requirements, leading to recommendation.

The study produced three individual reports. The Report on Modelling Requirements summarises the results of a review of the requirements for modelling which are likely to arise over the next 20 years. The Modelling Possibilities Report presents a review of current and emerging possibilities whilst the Conclusions and Recommendations Report brings together the work on future modelling requirements and on possibilities for advance in modelling practice.
